When creating user system is throwing an error

Error: No Legislative Data Group is associated with this legal employer. Select a different Legal employer (PAY-1636151)


Solution:

Firstly create Legislative Data Group from the task "Manage Legislative Data Groups" and Assign Legislative Data Group to Legal Entity and the task is "Manage Legal Entity HCM Information".
